The programm of biofuel production development was approved by Ministry of Ukraine for the period 2007-2010. The text of the relevant decree of 20 December № 1774 posted on the Official portal. Approximate size of program budgeting are 8 bln 904.9 mln grivnas, which includes 69,7 mln grivnas – at state budget. Under this document, there is intensification of rape growing through creation of regional zones of rape focused growing with space from 50 to 70 thousands hectares. Thus by 2010 the increase in the areas of rape crop in Ukraine up to 10 % of a total area of an arable land and achievement of annual volumes of gathering of rape grain at a level 7,5 million tons is predicted. Within the limits of the program construction till 2010 not less than 20 factories productivity from 5 thousand up to 100 thousand tons and the general capacity not less than 623 thousand tons of diesel biofuel is supposed also
The program will be realized in two stages. At the first stage (2007-2008) it is provided to generate raw, technical and technological base for manufacture of diesel biofuel, and also to develop normative documents concerning manufacture and uses of such fuel. At the second stage (2008-2010) it is planned to realize priority innovative civil-engineering designs of factories on manufacture of diesel biofuel in zones of the concentrated cultivation of rape. Increase in the area of crops rape up to 10 % of a total area of an arable land in Ukraine and processing of 75 % of the grown up crop on diesel biofuel will allow to solve a problem of stable supply by power resources in agrarian sector of economy. According to requirements of EU, the share of use biological and other kinds of fuel which are made from renewed resources, in structure of power consumption the countries-members of EU will make in 2006 and 2010 2,75 % and 5,75 %, accordingly. In view of it, Ukraine which is measured to cooperate with the EU countries, should make and consume in 2010 not less than 520 thousand tons all kinds of biofuel.
In the EU countries diesel biofuel is used as in the pure state, and in a mix with mineral diesel fuel. The most widespread kind of diesel biofuel is the methyl ether received from oil of rape seeds. For stimulation of manufacture of rape seeds in the majority of the specified countries tax privileges, including the zero rate of the duty are applied to diesel biofuel in the pure state, and also the lowered rate of the duty for it mixed kinds. Rough expenses for manufacture 1 tons a methyl ether at factories are planned at a level 3020-3900 grivnas. Depending on productivity of rape and a market demand for its seeds, and also from applied technologies of processing. Thus the special attention should be given complex processing of production wastes with release of accompanying products - up to 1,8 tons of oil meal and 0,05 tons of glycerin in the total cost up to 1260 grivnas. (all parameters are resulted in view of the prices on I quarter 2006). average expenses for manufacture of a methyl ether in the EU countries have made in 2005 from 509 up to 688 euros. The program provides also development of corresponding state standards in sphere of manufacture and use of alternative kinds of fuel, in particular diesel biofuel, with high ecological and technical parameters, optimum expenses in different branches of a social production.
